They were Lab experiments created by the villain In Rebooting the Madness, Alpha Nuva planned for this to be shown in RT3 but it never came to be.

Sorry if you felt that way, but the audio featured uses the line in 5 ways, so I had to work in 5 different instances of my character using it. "Breakdowns of 1939" was supposed to be a bloopers/outtake imitation, where multiple shots are taken before one gets the final thing.
